WHITE COLNE PARISH COUNCIL
Minutes of the Annual General Parish Council meeting held remotely by Zoom on Wednesday 5th May 2021 at 8.25pm, following the Annual Parish Meeting.
Present: Cllr Batchford, Cllr Bond, Cllr Paxton, Cllr Saggers, Cllr Taylor (Chairman), Cllr Wada, Cllr Watt.
Also present: Clerk P Palfreyman and 3 members of the public.
297. ELECTION OF CHAIRMAN
Cllr Taylor was proposed as chairman by Cllr Batchford and seconded by Cllr Watt. There were no further proposals. Cllr Taylor was duly elected chairman and she took the chair.
298. APOLOGIES FOR ABSENCE
Cllr J Beavis (ECC) and Cllr G Courtauld (BDC)
299. ELECTION OF VICE CHAIRMAN
Cllr Bond was proposed as vice chairman by Cllr Taylor and seconded by Cllr Saggers. There were no further proposals and Cllr Bond was duly elected vice chairman.
300. ELECTION OF COMMITTEES
Cllr Taylor advised that the Council do not have committees but has responsible officers and their roles will be discussed at the next meeting.
301. TO CONSIDER ANY OTHER MATTERS RECEIVED SINCE THE PREPARATION OF THE AGENDA AND WHICH THE CHAIRMAN CONSIDERS URGENT.
Re- opening the Village Hall – the Council had previously agreed to open the Village Hall from 21 June, in accordance with the COVID 19 guidelines and to protect the cleaner, but with a proviso to review the decision in May. There has been a request from the First Aid trainer to open again from 17 May and the cleaner has agreed she is happy to open from 17 May. All agreed the Village Hall could reopen from 17 May2021.
Next face to face Council meeting – Cllr Taylor suggested that the Council meet in person on 22 June, being after COVID 19 restrictions are lifted. The Council agreed that it would still be useful to allow the public to listen in via Zoom but it was confirmed that to take part, a person is required to be physically present at the meeting, and hybrid meetings are not permitted. The Council agreed the next meeting would be on 22 June 2021.
Cllr Taylor thanked the Council for all their efforts over the past year and Cllr Paxton thanked Cllr Taylor for all her hard work.
