               Notice is hereby given that a Meeting of the Parish Council will be held 

          at The Village Hall, Bures Road, White Colne on Tuesday 28thJanuary 2020 at 7.30pm

1. Apologies for Absence

2. Declaration of Interests by members on items shown on this agenda

3. To approve as a correct record the minutes of the meeting held on19th November 2019

4. Matters arising from the minutes not dealt with elsewhere

          Public Question Time when members of the public may ask questions or make a statement

        about the parish council or other matters of local concern. Planning  Pre-Application  none

5. To receive reports from Essex County Councillor and Braintree District Councillors

6. Planning Matters

(a) Applications

20/00049/ELD  Brookfield Stables, Wakes Green Road  Application for a lawful development certificate  for an existing use  occupation of two static homes as a residence for over 4 years.

20/00086/AGR  Church Farm, Bures Road  Application for prior notification of agricultural or forestry development  erection of steel frame agricultural building.

20/00106/COUPA Little Catleys Farm, Catley Road  prior approval for the change of use of agricultural building to a dwelling house (ClassC3), and for associated operational development  change of use to 1no. residential dwelling.

20/00103/FUL  Colne Commercials, 136 Colchester Road  retention of 1.9m high coloured steel mesh security fencing and gate to site frontage.

(b) Applications approved by Braintree District Council

(c) Any other Planning Matters raised by Members7. To receive a report and consider further action regarding the Heads of Agreement for the 

Transfer of WCPC land to ECC in return for the transfer of the Village Hall land to the WCPC

8.Community Liaison

(a) To receive an update regarding the proposed memorial bench in the Village Green and the quotations for    

     the installation.

9. White Colne Meadows

(a) To receive an update on issues

10. Financial Matters

(a) Payment of accounts since the last meeting                             (b) Financial statement

(c) To conduct the annual review of the clerk’s salary

(d) To consider budgets for 2020/2021 and set the parish precept.

(e) To consider grasscutting prices proposed by the contractor for 2020   (f) Any other financial matters

11. Village Hall

(a) To update members on issues from Village Hall Management Committee

(b) To consider insurance requirements                                            (c) Any other matters raised by members

12. White Colne Village Green

To consider response to Essex County Council Highways regarding Colneford Hill road widening and their request of reduction of land at the green, and also to consider ownership issues of the village green.

13. Highways
(a)  To receive an update on the joint application for speed cameras to control speeding vehicles

(b)  To receive an update on issues.                                                (c) Any other matters raised by members

14. Tree Survey  to confirm approval of the quotation for recommended tree works

15. Allotments 

(a)  To receive an update on issues                                                (b)  Any other matters raised by members

16. Correspondence received which is not dealt with elsewhere

17. To consider any other matters received since the preparation of the agenda and which the 

     chairman considers urgent

  1. Hi, I know that the Corona-19 lock-down has put pressure on all of us including the suspension of public meetings of the Parish Council. I understand that the draft minutes of this meeting have probably been prepared and it would aid transparency if they could be published before we all forget what was said. Many thanks John
