Minutes of the Parish Council Meeting held at
The Village Hall, Bures Road, White Colne on Tuesday 20th June 2017 at 7.30 pm.
Present: Cllr Bond (Chairman), Cllr Paxton, Cllr Saggers, Cllr Tanous, Cllr Woolmore
Also Present: Clerk D Williams. There were no members of the public present.

Cllr Taylor, Cllr Brace, Braintree District Council (BDC) Cllr Siddall, BDC Cllr Spray,
Essex County Councillor (ECC) Cllr Beavis.

951. DECLARATION OF INTERESTS – Cllr Saggers declared an interest in minute 954(a) regarding the application for tree works at Colneford House, 40 Colneford Hill as he is the applicant. He will leave the meeting for this item.

Cllr Saggers said that he has submitted a tree works application to fell a yew tree as it is undermining a wall.

(a) Applications
17/00944/FUL 2 Bart Hall Cottages, Bures Road – erection of two storey side and single storey rear extension together with associated alteration works – no objections subject to neighbours’ views.

17/00853/FUL Morelands Farm, Bures Road – alterations and extensions consisting of replacement porch, demolition of rear lean-to and erection of two storey rear extension – no comment on this application.
(b) Other Planning Matters
Cllr Bond said that he attended the Draft Local Plan Presentation which advised that there are no plans for additional housing in our area. However three garden communities proposed will affect the infrastructure around White Colne. He urged members to view the Local Plan. Cllr Bond said that the field off Colne Park Road owned by Mr Finbow is recorded for recreational purposes but the Meadows is not. Braintree District Council has been advised of this in the past. Members asked the clerk to advise our Braintree District Councillors and ask them if they can assist in correcting this.

Cllr Bond said that the parish council had been invited to join this scheme, but has declined to do so in the past. However, the stock of salt in the parish has reduced and salt is needed to fill up the salt bins that were purchased by the parish council as Essex County Council will not fill these bins. In addition, the administrative details that are associated with the scheme have reduced, and members agreed in principle to joining this scheme. It was agreed to identify the location where the salt could be stored and arrangements will be completed at the next meeting which is just before the deadline to join the scheme. This will be an agenda item.
Cllr Saggers left the meeting.

(a) Applications
17/00182/TPOCON – Colneford House, 40 Colneford Hill – tree works – Cllr Bond declared an interest as the tree is behind his house, and he will not vote on this matter – no objection subject to the views of the tree warden. The clerk was asked to forward the tree warden’s report with this response.

Cllr Bond said that a parishioner had advised him that the gullies in Colne Park Road are blocked, thus potentially causing flooding. The clerk was instructed to ask Essex County Council Highways to attend to this, and Cllr Bond will provide the reference for the location.
Cllr Bond asked the clerk to order one pad of defibrillator pads as the current ones are now out of date.

There being no further business the parish council meeting was closed at 8.00 pm.
