Minutes of the Parish Council Meeting held at
The Village Hall, Bures Road, White Colne on Monday 25th April 2017 at 7.15 pm.
Present: Cllr Brace, Cllr Paxton, Cllr Saggers, Cllr Taylor (Chairman), Cllr Tanous
Also Present: Clerk D Williams, Braintree District Council (BDC) Cllr Siddall and 9 members of the public.
928. APOLOGIES FOR ABSENCE – Cllr Bond, Cllr Woolmore
929. DECLARATION OF INTERESTS – Cllr Taylor declared an interest in item 930 regarding the planning application for Crafty Fox Cottage as she is a neighbour. She will not take part in the discussions or voting for this item.
PUBLIC QUESTIONS AND STATEMENTS
The meeting was suspended for public questions and statements.
There were none and the meeting was resumed.
930. PLANNING MATTERS (a) Applications
17/00234/FUL Mannings Farm, Dawes Hall Road – Partial demolition of existing outbuilding and erection of 3 bay cartlodge
with storage above – Response – We do not object to this application but request that a condition be placed that
the first storey is only used for storage and not converted to a living space unless approved by a separate planning
application. Any external lighting should also be controlled as this property is in the open countryside.
17/00509/FUL Acorn Cottage, Bures Road – Proposed extensions and alterations including balcony – Response -No comment
Cllr Brace took the chair for the next item and Cllr Taylor remained in the meeting room.
17/00690/FUL Crafty Fox Cottage Colchester Road – Application to revise an existing approval ref:16/01854/FUL to amend the
gable glazing and chimney stack details – Response – No comment
Cllr Taylor took the chair.
931. CONSIDERATION OF A REPORT ON THE HEADS OF AGREEMENT FOR THE TRANSFER OF WCPC LAND TO ESSEX CC IN RETURN FOR THE TRANSFER OF THE VILLAGE HALL AND LAND TO WCPC.
Cllr Taylor referred to the sale of the land behind the village hall and said that the legal teams are in contact with each other. The developer has not been in contact with the Parish Council.
932. OTHER MATTERS
The clerk said that there were 3 cheques that required approval for payment. These were approved and the cheques signed.
There being no further business the parish council meeting was closed at 7.29 pm.
